CNO's Rapid Innovation Cell (CRIC)
"The CRIC was established in 2012 to provide junior leaders with an opportunity to identify and rapidly field emerging technologies that address the Navy's most pressing challenges. The CRIC capitalizes on the unique perspective and familiarity that junior leaders possess regarding modern warfare, revolutionary ideas, and disruptive technologies." Naval Warfare Development Command (NWDC)

A little known part of the Navy, NWDC is located in Norfolk VA and is responsible for all the doctrine by which the fleet operates. But besides all the stuffy publications, NWDC boasts a robust team of intelligent and experienced minds in its Concepts and Innovations Directorate. This division discusses, analyzes, researches, and evaluates both new technologies and new tactics, laying the foundation of what will become the doctrine of future decades.
